South Westminster Area Network (SWAN) January 2025 Update

The South Westminster Area Network (SWAN) is a low carbon heat network being developed by Hemiko and Vital Energi (the SWAN Partnership) on behalf of the Department for Energy Security and Net Zero. London Heritage Quarter are working with the SWAN Partnership to drive the business and community engagement on the project. SWAN has the potential to harness waste heat from local sources and deliver low carbon heating to all significant buildings and estates across Pimlico, Victoria, Whitehall, and the Strand.

We are looking for buildings / land to host our energy centres in the SWAN area

The heat network will supply low carbon heating from a variety of sources which the SWAN Partnership are currently investigating. We would like to know if your building / land has one or more of these qualities:

1) A 200m2 space (roughly the size of a tennis court) that could host an industrial-scale heat pump either:

    • Within 200m of the river, and/or
    • With 120m2 of roof space that could support fans for an air source heat pump, and/or
    • Within 200m of St James’ Park

 

2) A space at least 4m, but ideally closer to 8m or more in height that could host thermal stores.

The SWAN Partnership is interested to rent or buy this space, or combine as part of an offer to supply low carbon heat to the building. Hosting an energy centre is a good way to make decarbonisation cheaper for your building.

For the buildings identified on this map, connecting to SWAN should be the most cost-effective way to decarbonise heating, according to the Energy Department’s National Zoning Model.

Register your interest in joining the network

Connecting to a heat network is the cheapest way to decarbonise heating and hot water in dense urban environments like Westminster. The more businesses that connect, the cheaper it will be for everyone. On average, heat networks are 40% cheaper for customers than installing individual, building-level heat pumps.

Businesses are being encouraged to register their interest in joining the network by emailing ProjectSwan@london-hq.co.uk. First movers are needed to unlock this least cost decarbonisation pathway and the jobs that come with it, for the benefit of everyone in Westminster.
