Supporting the Nighttime Economy

The nighttime economy is essential to the many businesses that operate in the Quarter, with dedicated teams working to keep everything running smoothly after dark. Through collaborative projects and targeted initiatives, we’re transforming the Quarter’s public spaces, experiences, and attractions into places to be enjoyed well into the night.

Our placemaking and sustainability projects help ensure that public spaces, streets, and transport hubs remain safe, inviting, and vibrant in the evening—whether for theatre audiences, late-night diners, or visitors enjoying the area’s iconic landmarks after sunset. Enhancing the Public Realm After Dark

We’ve developed a range of initiatives aimed at improving the nighttime environment:

  • Public Realm Enhancement Proposals: These include improved lighting schemes across each of the BID areas:

  • The Arc Project: We assessed lighting conditions across ten streets and developed concept designs to create safer walking routes, reduce light pollution and energy demand, support nighttime wildlife, and highlight local landmarks to aid wayfinding. These designs are now progressing in collaboration with asset owners.

  • Lighting Masterplan Vision: In partnership with urban consultants Publica and lighting specialists Studio Dekka, we commissioned a Lighting Masterplan for the Northbank District, identifying opportunities for sustainable lighting enhancements and collaborative delivery.

  • Nighttime Walking Route: We are developing a walking route that highlights the Quarter’s most iconic buildings and attractions after dark, encouraging cultural exploration in the evening hours.

  • Unlocking Potential – Strand: We’re working with partners, agents, and owners to support local growth and improve the nighttime economy in the Strand area. Read more here

Prioritising Safety and Wellbeing

We are committed to fostering a nighttime economy that is not only vibrant but also safe and inclusive for everyone. Through campaigns and partnerships, we encourage local venues to take part in initiatives that promote awareness and wellbeing:

  • Ask for Angela: A discreet codeword campaign that enables individuals to seek help if they feel unsafe or uncomfortable. Posters are available for venues to download and display.

  • Anti-Drink Spiking Kits: Available free of charge to participating venues. To request a kit, contact our Operations team at operations@london-hq.co.uk.

  • “It’s Her City Too” Campaign: Led by Westminster, this initiative champions women’s safety and reclaims the night-time streets for all. Learn more about the campaign here.

  • Women’s Safety Audit: Commissioned from Publica, this audit reviews key safety issues and proposes targeted improvements. View the audit here.

  • Six Till Six Report: We commissioned this study to explore both the challenges and opportunities within the night-time economy (NTE). The full report is available here.

By working together with local businesses, stakeholders, and the wider community, we are creating a night-time economy that continues to thrive while prioritising the safety, enjoyment, and wellbeing of all who visit the London Heritage Quarter.

The Westminster After Dark Strategy is now out for consultation until 22 June 2025, and we welcome continued feedback and participation to shape the future of our nighttime spaces.
